Graduated in Civil Engineering from FEUP, where he is an associate professor. PhD from Loughborough University and Master of Transport from ISTP. In addition to his long-term curriculum and researcher, he has been a consultant to public and private organizations and organizations. Between 1997 and 2002, he was the Administrator of STCP.
